I don't understand what he means.
Is he gonna like talk in tha beginning of songs or something?
Or be like.. Stage 1. Sadness or something.
In an earlier interview he went through how he was setting up his album and he said there was going to be 5 scenes or maybe it was 3 scenes i don't remember :/ but in every scene there is going to be a song starting with "nightmare" i'm sure he needs a narrator because like a movie, which is the theme of the album, he wants people to understand where the Album is going. i think common is a bomb choice for one to i just think his voice is epic.

yeah i do believe something will be said at the beginning of each "act".
here's the quote from that interview with cudi i wrote down:
"Well, what I did was, I tried to make a story you can follow along to. So, like, the track listing is somewhat of a table of contents- something that you would see at the beginning of a script. It's broken down to five acts. There's three scenes on average per act. Each scene is a song. Each act has a title and it tells you which part of the dream is happening cause the whole album is a dream. And there's nightmares, so each song that's a nightmare has the title 'nightmare' next to it so you'll be in that state of mind when you listen to it. It's really trippy."so each "act", or grouping of 3 songs, will probably have common having a small narrative role at the beginning in the transition from the previous act, just as a movie would.
